Edit
I too have trouble with this - mine is due to very narrow tear ducts - one eye is worse than the other. Constant watering makes my eyes very sore and seems to exacerbate the spasms. The gels do tend to make it worse for me too. I alternate between gel and liquid artificial tears - also massage the area around the tear duct to try and 'open' it up.

The opthalmologist has told me previously that the ducts are emptied by a pumping action during the blink process - if you've had botox then this may be the cause as the blink reflex is weakened.

Might be worth getting your eye checked out for this - have had my tear ducts washed out several times since childhood, which does allow the tears to then drain normally until they block again. This doesn't hurt by the way - you're given anaesthetic drops!
