Yes, maybe a minor form of that phenomenon: blinking not as bad as you describe (but it's not as bad as you describe generally!), and the reaction didn't go away quite as quickly, not in 15 minutes, anyway.

Someone replastered and repainted a small patch in my ceiling, and sprayed some stuff on it. It had the most awful smell and fumes, and my eyes immediately started bothering me.

I'd already noticed this man was blinking a lot and spasming a little, and I'd said something and he dismissed it, saying 'this is because I wear contacts'.

Well, maybe, but then it turns out that he uses this terrible toxic stuff, all the time, in his work!, and doesn't protect his eyes (except for wearing contacts).
