I have not had any surgery, but about once a month I get what you are describing in one eye. Always the same eye, and very painful. It feels like something is in the eye in the beginning, then it sometimes feels like a paper-cut on my eyeball. Drops do not help this for me either. My opthamologist and neuro-op told me that I have very dry eyes, and this is like a tear or rip on the cornea. I use Genteal gel every night before bed, and Muro 128 in the eye that has the problem. This usually eases the pain pretty quickly, and it might not happen again for a month or so. Both gels can be found at Wal-Mart. Good luck
